At around 530 BCE Babylon came under the colony of Cyrus of Persian. This marked the end of Neo-Babylonian rule. The end of Babylon rule enabled the natives of Judah that is the Jews to return to their land. Following the ruthless Babylonian rule, most of the Jews went into exile.

However, when Cyrus the great of Persia took over the rule of Babylon, several compromises got made. Cyrus and Ezra who led the Jews over time came to a mutual agreement to help build temples in their own land. The Jews did not resist or raise against the leadership of Cyrus the great. They were to be ruled in their own land. The leadership of Cyrus offered solace and much better lives to them than the Babylonian rule that drove them into exile.

Allowing themselves to be ruled by Cyrus was a compromise the Judeans made to enable the building of the temple and the wall of Jerusalem. The Judeans also paid taxes that were required by the Cyrus administration. The tax got used to develop the temples and other needs in the land. Cyrus appointed governors who ensured payment of the taxes.

Ezra encouraged and gave support to Cyrus to enable construction of the temples and establish the Torah. At that time, Nehemiah was holding the position of a governor. His role was keeping order and collecting taxes. Ezra and Nehemiah served their roles quite well. This ensured the construction of the temple and Jerusalem wall they so much desired under the Persian administration. Under Cyrus, the great, the Judeans were not defined geographically or politically. Religion and ethnicity was used to define and describe the people. That was yet another compromise the Judeans made under the rule of Cyrus. The temple became the center of unity.
