The ethical dilemma was evident when a doctor in the United States performed a Cold War radiation experiment on the humans. Dr. C. Alvin Paulsen performed an experiment that raised ethical issues by many people. In his experiment, he used the X-rays on the testicles of the 64 prisoners who were help captive at the Washington States in the Walla Walla during the year 1960s. In his experiment, he wanted to find out the dose that would make the testicles sterile. In this ethical dilemma, the prisoners were put at risk when they were being used as test samples for sterilization using the X-rays. This experiments were stopped by the main stakeholders who included the Energy Secretary Hazel O’Leary.

The value in this dilemma that make the conciliation of the experiment was the respect for human life. In this experiment, the prisoners who were being subjected to the test were the ones to lose as well as the stakeholders who saw the need to respect human life. The most important thing in this situation was to have respect to the human being, regardless of who they are. In this case, using human beings for medical test is an ethical issue which raises ethical dilemma. This is because, according to the doctor, he finds nothing wrong with it. But with other stakeholders, they find it to be unethical.
