A4.  Proposed Solution or Innovation

Given that the obesity is a complex issue, there are several ways for improving the healthcare conditions of a patient suffering from obesity. One of the most probable ways for imposing behavioral changes related to obesity would be through the change of nutrition habits. In the short-term, the effects will not be significantly noted and may cause some implementation challenges for a patient. However, in the long run, obesity can be prevented through the launch of the state-led programs and imposing of certain eating restrictions. Additionally, these measures may be complemented through the calculation of calories on the daily basis, so that a patient could realize what particular products are harmful for their health. The proposed solution will also be based on changing the behavioral attitudes and ensuring a zero-tolerance to harmful foods.

A4a. Justification of Proposed Solution
As mentioned above, the research shows that in 2010 at least 35% of adults in the USA were obese. In that regard, short-term and long-term solutions should be in place. Much of the habits that further lead to obesity are caused by the unconscious consumtion of products authorized for purchase by the US State. In that regard, the acitons are necessary to derive from the state. In addition to that, the current measures targeted at awareness raising campaign are often insufficient as people can still access the variety of products they consume on the daily basis. In that regard, one shall ensure that behavioral changes will take place as well as the state will work on preventing obesity. Overall, the solution will lead to the longer-term results rather than the short-term actions.

A5. Implementation Resources
The recommendations for implementing the solution would be the following:
The state should work closely with the governmental authorties and healthcare institutins on developing the mechanisms for preventing obesity;

The research data shall be updated and the issues need to be identified from one state to the other. Naturally, the scope of the issues will differ in different localities and the universal measures will not be applicable everywhere;

There should be an annual budget assigned for tackling obesity in different states, and given the fact that the outcomes shall be met in the long-term perspective, these measures should be extended to 5-10 year strategy;
The availability of the national strategy for prevention of obesity would serve as additional source for tackling obesity, too.

A5a. Cost Benefit Analysis
The cost-benefit analysis shall demonstrate that there is much potential for banning the GMO products and making alternatives with the same amount of calories but more nutrients available.
For instance, one could substitute a consumption of 1 burger costing 4.95 USD for a consumption of an unprocessed fish at the same cost. Engaging at list three employees will cost a facility 25 USD per hour, their engagement will be required at least 1 hour per day throughout a year (24 working days a month). In total, it will cost 25 USD x 1 hour x 24 working days x 12 months = 21 600 USD.

A6. Timeline
The first step for implementing the solution would be carried out through the updated evidence-based research. In January-March, 2018 the information on obesity in all states could be developed. Followed by, an implementation program for obesity prevention could be developed respectively until the end of 2018. The governmental strategy would need to be revised by the end of June 2018, too.  

A7. Identification of Key Stakeholders or Partners
A7a.  Importance of Key Stakeholders
To implement the project successfully, one shall bring healthcare facilities, and governmental agencies together to develop a common solution in the short-term and in the long-term. Arranging weekly, monthly updates would be necessary.

A7b.  Engagement with Key Stakeholders
The primary means of communications with the relevant stakeholders will be established through the e-mail communication. Additionally, a joint database for between the engaged facility and the governmental stakeholders will be established, too.

A7c. Success
Success will be achieved in the aftermath of detailed communications between relevant stakeholders in different stages of project implementation.

A8. Implementation
The solution will be implemented with the help of significant financial support from the government. There will be targets and indicators developed to mark the progress of the obesity prevention.
