The Internet has been evolving for a long time, and it has grown from a network for the military-only use into its current position. It is the primary source of communication and information in the modern world. Internet emerged as a response to the needs of the Cold War because the country required a communication network of indestructible and decentralized nature. The development of the network required the development and use of computer protocols to turn the available raw data into useful sets of information (Understanding, (N. d.), ch. 11).

In the 1970s TCP/IP was created by V. Cerf and R. E. Kahn. In 1972, Kahn demonstrated the ARPANET computer network with its e-mail and application at the ICC. The e-mail service developed by the end of the year adding some operation functions to the application (Leiner et al., 1997, p. 4). The Internet evolved from the military-only status to the governmental use, and, to satisfy the demand of the ordinary users, by the 1980s the commercialization of the Internet occurred. This led to the formation of the first Internet service providers and development of the World Wide Web.

The Web is an information space that allows accessing resources through the URLs via the Internet. In 1990, the first browser was created by T. Berners-Lee, and by August 1991 it was released for the use of general public. The primary Web is known as Web 1.0, and evolution to the Web 2.0 was guided by adding various operations and functions to it. The web users required ‘flexible web design, creative reuse, updates, collaborative content creation and modification’ (Aghaei, Nematbakhsh, & Farsani, 2012, p. 3), and it motivated further development of the technology. Among other reasons were optimization of the available information to the needs of users’ search request in the search engine, and general accessibility of the Web to everyone.

The emergence of the Internet and the Web ensured the connection of the existing documents at different websites. Furthermore, adding even more innovative solutions to the Web, it arrived at the stage of commercial use. Currently, the companies adopt digital strategies to promote themselves on the Internet using the web services. Internet facilitates the establishment of the relationship between the web users, public bodies, and business.
